If you are asking if you can use a freeze dryer to turn raw meat into freeze dried cat food, the answer would be yes.
They retain a lot of the original nutrients, and are very appealing to cats.

Freeze dried raw liver, chicken, fish, etc., are sold in pet stores for cats and dogs. They are rather pricey, but the nutrition is superior to other commercially available snacks.
Many people use them as special treats, and for training rewards.
Some people sprinkle dry bits on top of their pet’s meals to make them more flavorful.
Some people re-hydrate the meat and use it as the main course.
I expect that doing your own freeze drying would be significantly less expensive than buying the commercial versions.
Concerns
Muscle meat alone (freeze dried or not) is not a balanced meal. You would need to also provide the nutrients from raw organs and raw bones. And freeze drying bones would probably make them hazardous, like cooking does.
Cats have evolved to get most of their water from eating prey, and they have a low thirst drive. So it is better for them to receive meals containing similar amounts of liquid. Relying primarily on dry foods often leads to a cat developing kidney and urinary tract problems.
If you are thinking of freeze drying purchased commercial cat foods, I see no purpose or value in it. They can stay preserved in their original cans or packaging. And getting dried out won’t improve them. It would probably make them less edible, less nutritious, and far less appealing.
